Gov’t needs transparency in managing funds for Chin victims: CCERR

KALAY-Community Care for Emergency Response and Rehabilitation (CCERR) released a statement saying that Chin State Government needed transparency in management of funds and aid for disaster-hit people.

The Statement request the Chin State Government to publicly and transparently provide reasons for why aid items intended for victims of the 2015 flood and landslide followed by Cyclone Komen have been allowed to go to waste on September 22nd ,2018 at Hakha and how the remaining disaster relief funds is being kept by the General Administration Department.

The Chin State Hluttaw must independently oversight for how the Chin State government manages relief aids to the public. 

It also urged members of any political party to freely speak out against irresponsible governance and proactively take action to improve it, as this would prove the strength (not weakness) of the political party. And then , every donor of natural disaster needs to make sure the fund recipients or implementing agencies are meeting the quality and practice of the core humanitarian standard.

The announcement also encouraged all donors, the Chin State Government and any humanitarian/relief agencies to comply a gender sensitive approach to disaster management.  

Florabawi Neimawi, executive officer of CCERR, said that the respective organizations including CCERR had requested the Chin State Government for information about the disaster management fund and while theo fficials had replied, they [officials] needed to show greater transparency towards the public. The CCERR also hoped that the Chin State Government would give the resolution about the announcement.

“We, Chin State Government, are now maintaining the aid items meant for the victims. We plan to ration out those items when natural disasters take place. Moreover, we are distributing the facts to any organizations. We have greater transparency regarding the management fund. The organizations need to report officially about the information. We have difficulty to explain the data to everybody,” said the Chin State Social Welfare Minister.
