Upper House to Form Public Accounts Committee with 15 Members, U Chit Swe Nominated as Chair

The Amyotha Hluttaw (Upper House) is set to form a Public Accounts Committee comprising 15 members, with U Chit Swe nominated as Chair and U Than Aung as Secretary, according to reports.

The proposal to establish the 15-member Public Accounts Committee was put forward on the second day of the First Regular Session of the Third Amyotha Hluttaw, held today (March 24).

Speaking at the session, Amyotha Hluttaw Speaker U Aung Lin Dwe explained that, in accordance with Section 24 of the 2012 Amyotha Hluttaw Law and Rules 44 and 65 of the 2015 Amyotha Hluttaw Rules of Procedure, committees must be formed with no more than 15 parliamentary representatives. He added that the number of members, the list of proposed members, and the nominations for the committee’s Chair and Secretary must be submitted to the Hluttaw for approval before formation.

In relation to the formation of the Public Accounts Committee, the Speaker further noted that under Section 30 of the 2012 Amyotha Hluttaw Law and Rules 45, 46, and 68 to 75 of the 2015 Rules of Procedure, the Hluttaw must  the committee’s membership, duties, powers, rights, and term. Therefore, the committee is proposed to be formed with 15 members, and its composition will be reviewed annually, with members subject to replacement if necessary.

Following this, Amyotha Hluttaw representative U Than Aung from Tanintharyi Region Constituency No. (2) clarified to the Hluttaw the committee’s responsibilities, authority, rights, and term as  by the legislature.

He stated that, in accordance with Section 30 of the 2012 Amyotha Hluttaw Law, the committee will be formed with parliamentary representatives exercising  conferred by law. He also reiterated that the Speaker has the authority to review the committee annually and make necessary changes to its membership.

Subsequently, the Speaker submitted to the Hluttaw the proposed number of members, the list of committee members, and the nominations for Chair and Secretary in accordance with the relevant laws and rules.

“The Public Accounts Committee will be formed with 15 members. U Chit Swe, Amyotha Hluttaw representative from Ayeyarwady Region Constituency No. (10), is nominated as Chair, and U Than Aung, Amyotha Hluttaw representative from Tanintharyi Region Constituency No. (2), is nominated as Secretary,” the Speaker announced.
