The Pyithu Hluttaw (Lower House) has formed a Bill Committee comprising 15 members, appointing Dr. Nanda Kyaw Swa as Chairperson and U Thein Tun Oo as Secretary, it is reported.
The formation took place on the second day of the first regular session of the Third Pyithu Hluttaw, held today (March 23).
Speaker of the Pyithu Hluttaw, U Khin Yi, explained that in accordance with Section 115 (a) of the Constitution, Section 24 of the 2012 Pyithu Hluttaw Law, and Rule 44 of the 2013 Pyithu Hluttaw Rules, the Hluttaw must form committees including the Bill Committee, Public Accounts Committee, Hluttaw Rights Committee, and the Committee for Scrutinizing Government Guarantees, Pledges, and Undertakings with representatives from the Pyithu Hluttaw.
He also stated that the Hluttaw is responsible for determining the duties, powers, rights, terms, and meeting procedures of these committees, each of which will be composed of 15 members, including a chairperson and a secretary.
Deputy Speaker U Maung Maung Ohn further clarified the responsibilities, authority, entitlements, tenure, and meeting procedures of the Bill Committee.
“The Bill Committee is a Union-level body as defined under Section 2, Subsection (j) of the 2012 Pyithu Hluttaw Law. Its term aligns with that of the Pyithu Hluttaw. After one year, the Speaker may review the committee and, if necessary, reassign or replace members as appropriate,” he said.
Following this, Speaker U Khin Yi submitted to the Hluttaw the proposed number of members, the list of nominees, and the names of the chairperson and secretary for the formation of the Bill Committee.
The 15-member committee includes representatives from various constituencies: Dr. Nanda Kyaw Swa (Dagon Township), Daw Than Than Aye (Thingangyun Township), U Soe Tint Aung (Ye-U Township), U Tint Lwin (Natthalin Township), Dr. Tun Tun Win (Seikkyi Kanaungto Township), U Tin Shwe (Shwe Taung Township), U Thant Zaw (Kawhmu Township), U Sai Wan San (Mong Hsat Township), U Zaw Min (Kyonpyaw Township), U Naing Min Oo (Kyangin Township), Nang Khin @ Nang Sein) (Taunggyi Township), U Naing Naing Kyaw (Homalin Township), Brigadier General Win Myint, Lieutenant Colonel Myo Htet Win, and U Thein Tun Oo (Amarapura Township).
It was confirmed that Dr. Nanda Kyaw Swa (Dagon constituency) will serve as Chairperson and U Thein Tun Oo (Amarapura constituency) as Secretary of the Bill Committee.
