The National Solidarity and Peacemaking Negotiation Committee (NSPNC) and the National Democratic Alliance Army (NDAA) held a meeting in Mongla on November 1 to discuss matters relating to the designation of a political and administrative status appropriate for the region under the administration of the government, as well as arrangements for holding elections in the Mongla region.

A delegation led by Deputy Minister of Defence and NSPNC Chairman Lieutenant General Yar Pyae travelled to Mongla, Shan State, on November 1, 2026, to hold peace talks.

The NSPNC delegation was welcomed by U Thein Lin, Chairman of the Peace and Solidarity Committee of the National Democratic Alliance Army (NDAA), and other officials upon its arrival in Mongla.

The meeting was attended by NSPNC Chairman Lieutenant General Yar Pyae, NSPNC Secretary Lieutenant General Min Naing, committee members, peace facilitators, senior officers from the relevant Regional Military Command, departmental officials, and NDAA Chairman U Thein Lin, vice-chairmen, the general secretary, standing committee members, secretariat members and other officials.

During the meeting, NSPNC Chairman Lieutenant General Yar Pyae said that this was the third round of talks held between the two sides this year. He stated that Special Region (4) was part of the country and its residents were citizens of Myanmar. He added that discussions on the political aspirations of Special Region (4) would continue in accordance with the 2008 Constitution.

He also said that the necessary arrangements would be coordinated to hold a by-election in 2027. He noted that the region was implementing the "Peace, Unity and Development" policy of its former chairman, U Sai Leun, and that the government would also provide necessary support.

To further strengthen mutual trust, the government would coordinate with relevant ministries to address the region's needs in education, healthcare and transportation, Lieutenant General Yar Pyae added.

In response, NDAA Chairman U Thein Lin welcomed the NSPNC delegation's visit to Mongla, describing it as the second visit to the region, and expressed appreciation for the attention given to the Peace and Solidarity Committee of Special Region (4) in eastern Shan State and the local ethnic communities.

He said he believed that such visits and direct engagement would help deepen mutual trust and understanding.

He also recalled that following the previous meeting, a joint medical team from the Shan State Health Department and the Tatmadaw Medical Corps had provided free medical treatment in the region in mid-September. In addition, new school buildings had been constructed at two basic education schools in Mongla and Silu areas.

U Thein Lin expressed gratitude to the government for giving special attention to education, healthcare and transportation development in Special Region (4). He said that his side had presented the situation in the region at the previous meeting and that discussions on its political status would continue through peaceful negotiations.

Participants subsequently exchanged views and held discussions on designating a political and administrative status appropriate for the region under the government's administration, building a Union based on democracy and a federal system, holding elections in Mongla, Special Region (4), and promoting regional development.

Following the meeting, the delegation led by the NSPNC chairman visited the Mong Wa Hydropower Plant, which is built on the Nam Lwe Creek west of Kyaing Kham and has an installed generating capacity of 66 megawatts.
