Following an attack by the MNDAA on the SSPP/SSA-controlled Hseng Kiao People’s Militia base, tensions have risen between the two groups in northern Shan State. The Shan State Progress Party/Shan State Army (SSPP/SSA) announced on April 30 that central-level talks would be held to resolve the military standoff.  

On April 29, MNDAA forces entered SSPP/SSA territory, reportedly detaining and assaulting SSPP/SSA members while forcibly relocating their troops. This led to clashes between the two sides, resulting in casualties.  

The fighting occurred in SSPP/SSA operational zones, including areas near Mongkyat, Mongyaw, Hohwe, and the Hseng Kiao base. Subsequently, MNDAA reinforcements were deployed near SSPP/SSA positions in Nar Nan, Nar Taw, Hkonanpha, Ting Hai, Sin Kyaw, Nar Tong, Nar Mhaw, and Phar Say (Hsipaw) villages, heightening military tensions.  

In its statement, the SSPP/SSA acknowledged that the two groups had been long-standing allies, cooperating for decades. However, since the second phase of Operation 1027, misunderstandings between lower-ranking troops—stemming from communication gaps and MNDAA’s failure to formally notify SSPP about troop movements in its territory—led to discontent. This resulted in direct clashes on April 28 and 29.  

According to the SSPP, there were eight armed confrontations between the two groups over those two days, with 24 incidents of scuffles, detentions, and assaults, leaving members on both sides injured.  

The SSPP stated that central-level discussions would be held to address the military tensions and recent clashes.
