The issuance of a land grant for a plot of over nine acres, worth Ks23 billion, to a company as stated in the Mandalay Region Auditor-General’s report happened during a transitional period  from the Thein Sein government to the next government, said Mayor Dr Ye Lwin. 

The mayor made the remark during the 11th regular session of Mandalay Region Parliament held on February 18.  

On February 10, Region Auditor-General Khin Aye Swe submitted a report on financial statement and business transactions of the Mandalay Region government for 2018 (from April to September). 

The report highlighted the failure of Mandalay City Development Committee (MCDC) to follow the financial rules and its misappropriation and the failure to implement projects on a timely basis. 

The report also stated that it was not in line with the financial rules and procedures for MCDC to issue the land grant for a Ks23-billion plot of 9.65 acres to a construction company. 

In response to the report, Mayor Dr Ye Lwin said the case happened during the transitional period. 

“The land grant for the 9.65-acre plot worth Ks23.160 billion was issued to Aung Myin Thu Construction Company in the transitional period. The submission was made on 14-3-2016 and the decision was made after the Union government’s meeting (10/2016) on 17-3-2016 under President Thein Sein’s government. The agreement was signed on March 22 and the land grant was issued on April 1. Regarding this, we will take continued measures,” the mayor said. 

He said that the Pan Khyn case was also the same as this and that plans would be made to confiscate those plots.
