The Amyotha Hluttaw (Upper House) will form a Committee for Scrutinizing Government Guarantees, Pledges, and Undertakings with 15 members, with U Hla Thein nominated as Chair and U Yan Naing Oo as Secretary, according to reports.
The plan was announced on the second day of the First Regular Session of the Third Amyotha Hluttaw held today (March 24), where Speaker U Aung Lin Dwe clarified matters related to the formation of the committee.
The Speaker explained that, under Section 24 of the 2012 Amyotha Hluttaw Law and Rules 44 and 93 of the 2015 Amyotha Hluttaw Rules of Procedure, the committee must be formed with no more than 15 parliamentary representatives. He added that the proposed number of members, the list of nominees, and the names of the Chair and Secretary must be submitted to the Hluttaw for approval.
Following this, Amyotha Hluttaw representative U Hla Thein from Bago Region Constituency No. (10) presented details regarding the committee’s duties, powers, rights, term, and meeting procedures.
He stated that, in accordance with Section 30 of the 2012 Amyotha Hluttaw Law, the committee will be formed with parliamentary representatives exercising the powers conferred by law. He also noted that the Speaker has the authority to review the committee annually and, if necessary, replace members as appropriate.
Subsequently, the Speaker submitted to the Hluttaw the proposed number of members, the list of committee members, and the nominations for Chair and Secretary.
“The committee will be formed with 15 members. U Hla Thein, Amyotha Hluttaw representative from Bago Region Constituency No. (10), is nominated as Chair, and U Yan Naing Oo, Amyotha Hluttaw representative from Yangon Region Constituency No. (9), is nominated as Secretary,” the Speaker said.
The committee members will include Daw Khin Shwe Myint (also known as Daw Naung Htwe), U Aung Soe, Daw Kyaw Yin Win, U Kyaw Sein Hla, Daw Yin Min Htike, U Phyo Wai Lin, U Khin Maung Tint, U Aung Thiha, U Khin Maung Than, U Zaw Min Htut, U Saw Myat Htut Win (also known as Ko Swe), Brigadier General Aung Aung, and Lieutenant Colonel Win Myint Tun.
The committee’s responsibilities include scrutinizing whether guarantees, pledges, and undertakings made by the Union Government and other Union-level organizations formed under the Constitution have been implemented. It will also report to the Hluttaw on the progress of such commitments and assess whether they have been fulfilled within the specified timeframes and in accordance with set standards.
