Yangon City Development Committee (YCDC) is ready to deal with the facts included in the report of Yangon Region Auditor-General for the 2017-2018 fiscal year, said Yangon Mayor Maung Maung Soe at a monthly press conference at the Yangon City Hall on January 13.
“The Auditor-General’s report for 2017-18 FY is submitted at the regional parliament. The YCDC has solved some cases. We have a better plan after taking lessons from it, the Yangon Mayor added.
The audit report pointed out that only over 30 per cent of vendors accommodated at the night market on Strand Road in Yangon have opened their shops. The night market is not crowded. It cannot produce a good result due to the weak enforcement of rules by the Market Division.
The night market started to open on November 23, 2016. The YCDC spent a capital and revenue expenditure of Ks 1,547.646 million on the construction of night market in 2016-17 FY and a revenue expenditure of Ks 21.472 million in 2017-18 FY. From March, 2017 to March, 2018, the YCDC collected a tax of Ks 114.482 million for cleaning, water and public toilet.
According to the report, the rental fees for the markets, buildings and lands under the Markets Division at the YCDC are lower than the current rental fees in the market.
The audit report also pointed out that the spending of a Ks 100 million advance is not in conformity with the financial regulation.
The Yangon Mayor replied that as a matter of fact, we don’t use money yet. There is no pretty cash use and advance use. But the department has advance expenditures. We have to make repairs in case of an emergency. The department has to keep it for emergency. Asking for money may take one or two days to repair waste collection vehicles. For that, we have to keep advance expenditures. Yangon produces around 2,500 tons of garage per day.
According to the audit report, for the implementation of recreation and relaxation zone, a 76.36-acre land in the People’s Park is leased out to Natural World Company, from April 1, 2019 to March, 31, 2034. The YCDC got the rental fee for 13.786 acres of land. The rental fee for 1.2 acres of land is not included in the contract though the company is using the land. The YCDC doesn’t get 207.415 million in rental fees according to the rates fixed by the YCDC.
