Prime Minister Senior General Min Aung Hlaing, Chairman of the State Administration Council (SAC), attended the plenary session of the 4th Eurasian Economic Forum (EEF 2025) held at the Minsk International Exhibition Center BELEXPO in Minsk, Republic of Belarus.
The 4th Eurasian Economic Forum was held under the theme “Strategy of the Eurasian Economic Integration: outcomes and prospects” on the evening of June 26. The forum was attended by the President of Belarus, the rotating chairman of the EAEU, the President of the Russian Federation, the President of Kazakhstan, the President of Kyrgyzstan, the President of the EAEU Observer State of Cuba, and invited countries: Mongolia, Representatives of the UAE, the SAC Chairman, and the Special Representative of the President of Nicaragua attended, as well as government representatives from partner countries interested in Eurasian economic cooperation, large, medium and small business owners, and representatives of international organizations.
The SAC Chairman and the heads of state from various countries who arrived at the Minsk International Exhibition Center BELEXPO were welcomed by Mrs. Petkovich N. V., Deputy Prime Minister of the Republic of Belarus.
Then, they participated in the plenary session of the Fourth Eurasian Economic Forum (EEF 2025), where the President of Belarus H.E. Mr. Alexander Grigoryevich Lukashenko welcomed the heads of state.
Then, the participants took their seats in the Plenary Session Hall and a discussion was held under the title “Strategy of the Eurasian Economic Integration: outcomes and prospects”, where the President of the Republic of Belarus, the rotating chairman of the EAEU, delivered a speech.
Then, the heads of state of the EAEU member states Armenia, Kazakhstan, Kyrgyzstan, and the Russian Federation, the President of the partner country Cuba, the Chairman of the Board of the Eurasian Economic Commission (EEC), the SAC Chairman, the Prime Minister, and the Special Representative of the President of Nicaragua delivered speeches.
Speaking at the ceremony, the SAC Chairman said that the Eurasian Economic Union (EAEU) was established in 2015 with the aim of enhancing economic cooperation among its member states and improving living standards. In line with these objectives, this is the fourth time that the Eurasian Economic Forum (EEF) has been held, bringing together international business leaders, including member states, observer states, and invited countries.
Through these forums, international organizations, and cooperation with countries, the Eurasian Economic Union (EAEU) has been able to enhance its international role in line with the changing global environment, create a transport and energy platform, promote an international payment system, establish free trade agreements (FTAs), facilitate investment in various development sectors, and improve financial support mechanisms, said the SAC Chairman.
The SAC Chairman said that in order to build a developed society, it is necessary to build a regional organization with unity and mutual respect. The principles of the Eurasian Economic Union (EAEU) include respect for international law, including the sovereignty and territorial integrity of member states, and respect for national interests. Today, in the world, political and economic pressure and sanctions by powerful countries on small countries violate the principles of international relations. Myanmar is proud and supports the activities and achievements of the Eurasian Economic Union (EAEU), which is implementing the development of countries around the world by focusing on good principles that should be in place in each country.
Myanmar is deeply interested in the activities and achievements of the EAEU and will increase cooperation. He also hoped that the Chairman, member states, and the Eurasian Economic Council Headquarters would take steps to achieve this. The SAC Chairman said that the theme of the fourth forum, "Strategy of Eurasian Economic Integration - Outcomes and Prospects", is timely and appropriate. He expressed his full confidence that the fourth Eurasian Economic Forum under the leadership of the President of Belarus will achieve good results in terms of mutual trust, friendship and cooperation between the countries.
The interaction between Myanmar and the Eurasian Economic Union began in 2022. At the invitation of Myanmar, a delegation of the EAEU and the European Economic Commission (EEC) visited Myanmar and had extensive discussions with relevant ministries on various sectors, including electricity and energy, agriculture, education, and transport. The interaction has gained momentum since 2023. The SAC Chairman said that the Memorandum of Understanding on Cooperation between Myanmar and the Eurasian Economic Commission was signed at the 26th St. Petersburg International Economic Forum held in the Russian Federation at that time.
In addition, in 2024, the Eurasian Economic Commission (EEC) delegation visited Myanmar and accelerated multi-sectoral cooperation. The Joint Working Group on the Implementation of the Memorandum of Cooperation between Myanmar and the Eurasian Economic Commission was held once in Nay Pyi Taw, Myanmar, and once in St. Petersburg, Russia, which enhanced cooperation and communication. This laid the foundation for enhancing mutual relations. The SAC Chairman said that he would like to explore and expand the potential for cooperation with the Eurasian Economic Union member states in the fields of economy and trade.
The SAC Chairman said that in today's international environment, we must work together to overcome threats. The role of the Eurasian Economic Union (EAEU) is important in working together to overcome such situations. He said that he was pleased to see that the EAEU has shown steady progress and significant achievements in recent years despite external economic challenges and sanctions. Myanmar is also very eager to join the EAEU family as a member state.
The SAC Chairman expressed his sincere request to the heads of states for their support for Myanmar’s early accession to the Eurasian Economic Union as an observer state. He pledged to continue active cooperation based on the existing friendship, mutual respect, mutually beneficial cooperation and equality between our country and the Eurasian Economic Union. He also wished all your citizens good health and prosperity for the country.
After the talks, the President of Belarus, the SAC Chairman, and heads of state from various countries took a commemorative group photo in front of the world’s largest and heaviest-carrying mining truck manufactured by Belarus, which was displayed in front of the Minsk International Exhibition Center BELEXPO.
The Eurasian Economic Forum has been held annually since 2022 and is hosted by the member state holding the rotating presidency of the Eurasian Economic Union, with the aim of accelerating economic integration and cooperation in the Eurasian region. The first forum was held in Bishkek, Kyrgyzstan in 2022, the second in Moscow, Russian Federation in 2023, and the third in Yerevan, Armenia in 2024. The fourth Eurasian Economic Forum (EEF 2025), now held in Minsk, Republic of Belarus, will continue with plenary sessions, dialogues, and business meetings attended by more than 2,700 people from 33 countries.
