NRPC, NCA signatories agree to hold peace conference in principle

Both the government and ten NCA signatories have, in principle, agreed to hold the Union Peace Conference-the 4th 21st Century Panglong Conference in early 2020, said Zaw Htay, Director-General of Myanmar State Counsellor’s Office, at a press conference. 

The representatives from the government’s National Reconciliation and Peace Centre (NRPC), Tatmadaw and ten EAOs which signed the NCA, held a meeting at the NRPC Office in Yangon. 

“We aim to resume the process through the 4th anniversary of the NCA,” he added. 

The meeting mainly focused on the implementation of NCA, ways of how to seek the fundamental principles for the establishment of federal union beyond 2020, ways of how to reach a consensus on the fundamental principles, at the Union Peace Conference and the step-by-step future tasks beyond 2020, Zaw Htay continued. 

Efforts are being made to create a federal frame through a combination of 51 federal principles from the previous Union Peace Conferences and the principles that will come out from the upcoming Union Peace Conference. 

After holding Union Peace Conference three times, the government has proposed the Union Accord Part-3 Frame comprised of federal version and federal frame, Zaw Htay continued. 

Naing Aung Ma Ngae from the NCA-S-EAO said: “Both sides submitted their proposals. If these proposals are acceptable to both sides, the Union Peace Conference is expected to materialize during the expected days.”

The government discussed four-point proposal for the future political dialogues, which is submitted by the EAOs. The EAOs discussed the proposals for the peace processes beyond 2020 and the resumption of formal meetings for the peace, said the representatives from both sides. 

The government proposed to call the Joint Implementation Coordination Meeting (JICM) before or after the 4th anniversary of NCA Signing which falls on On October 15.
