Myanmar implements national single window system under WTO ASEAN trade agreements

Myanmar is implementing the national single window system in accordance with the World Trade Organization’s Trade Facilitation Agreement and the ASEAN Trade in Goods Agreement, said Dr Kan Zaw, Union Minister for Finance and Revenue and Chairman of the Steering Committee for the Implementation of the National Single Window System at the coordination meeting held at the Department of Internal Revenue’s meeting hall in Nay Pyi Taw on January 8.

The Union Minister said that Myanmar is implementing the national single window system in order to facilitate the increasing number of international and ASEAN trade activities, and in accordance with the provisions of the General Annex to the Kyoto Protocol as revised by the World Customs Organization, and in accordance with the World Trade Organization’s Trade Facilitation Agreement and the ASEAN Trade in Goods Agreement.

The national single window system must be implemented by 2028, so relevant departments need to cooperate in the work to be done. In addition, the necessary funding approvals must be obtained to establish the national single window system, and technical and legal procedures must be implemented in a timely manner for the successful implementation of the system. The relevant departments should fully carry out their respective responsibilities in order to be connected in the implementation process of the system, he said.

Then, the Secretary of the Committee, Director General of the Customs Department, presented the implementation of the national single window system and the processes to be taken forward, and the Vice Chairman of the Committee 1 Deputy Minister U Han Win Aung presented the conditions for the cooperation of relevant departments to complete the processes for the implementation of the national single window system within the specified time, and the Vice Chairman of the Committee 2 Deputy Minister U Min Min presented the conditions of the implementation in accordance with Article (10.4) of the Trade Facilitation Agreement, and the Committee member Deputy Minister U Aung Kyaw Htun presented technical issues, and the Vice Governor of the Central Bank of Myanmar U Zaw Myint Naing presented issues related to money, banking, and trade payments.

After that, the committee members from the relevant departments discussed legal issues, information accuracy and security issues, financial and banking issues, investment opportunities through the participation of companies in the implementation of the system, issues related to technical barriers to trade (TBT) and sanitary and phytosanitary (SPS) measures for major exports and imports, and issues related to the use of technology in relation to the Food and Drug Administration (FDA).

The meeting was attended by the chairman of the committee, Union Minister for Finance and Revenue Dr Kan Zaw, the vice-chairmen of the committee, Deputy Minister for Finance and Revenue U Han Win Aung and Deputy Minister for Commerce U Min Min, the committee members, Deputy Minister for Transport and Communications U Aung Kyaw Htun, the vice-governor of the Central Bank of Myanmar U Zaw Myint Naing, and departmental officials from the relevant ministries.
