Ministry plans to take 100m USD loan for all-inclusive quality education projects

Ministry of Education will take a loan of 100 million US dollars from the World Bank’s IDA for the implementation of all-inclusive quality education programs, said Union Minister for Education Dr. Myo Thein Gyi who explained the proposal sent by the President at the session of Union Parliament on September 17. 

The ministry plans to implement all-inclusive quality education programs in around 15,000 basic education schools in 115 townships after scrutinizing indexes such as lack of all standards, remote, education and health. The project will take four years from 2019-2020 FY to 2022-2023 FY, he added. 

The project covers four phases-(1) to promote quality and all-inclusiveness at basic education schools, (2) to promote access to quality basic education for children who are most likely to leave school, (3) to strengthen the public finance management and human resource management systems and (4) to acquire technical assistance. It also aims to extend the cash assistance project in order to reduce financial centralization at the schools which are implementing the project currently. In 2019, the ministry carried out the scrutiny of expenditures and benefits with the technical assistance of the World Bank. The project can bring about more social benefits, the minister added. 

The project will benefit around three million students. Thanks to it, there will be better financial programs. Thanks to it, around 77,000 students from the townships will have access to quality out-of-the-school education programs. 

The total loan term is 30 years—five-year grace period and the 25-year repayment period. The loan interest rate is 1.25 per cent and the service charge, 0.75 per cent. 

Union Parliament Speaker T Khun Myat announced that the MPs who want to discuss this proposal are to register their names.
