Mon State- A motion calling for stronger action to prevent and prohibit excessive noise caused by large sound systems has been submitted to the Mon State Parliament, with lawmakers expected to debate the proposal during upcoming parliamentary sessions.
The motion, titled "Effective Enforcement and Prohibition of Noise Pollution Caused by Large Sound Box Systems That Negatively Affect Citizens' Health and Well-Being," was introduced by U Tin Yi, Mon State Hluttaw representative for Bilin Township Constituency No. 2, during the first day of the second regular session of the Third Mon State Parliament held on June 9.
The proposal received support from U Thant Zaw, Mon State Hluttaw representative for Kyaikmaraw Township Constituency No. 2, who recommended that the motion be accepted for discussion. As a result, state lawmakers are expected to debate the issue during forthcoming parliamentary meetings.
Presenting the motion, U Tin Yi stated that weak adherence to social rules, disregard for existing laws, and a tendency to overlook such issues within communities have contributed to the growing problem of noise pollution.
He further noted that excessive noise can have adverse effects on public health, including hearing disorders, hypertension, heart disease, stomach-related illnesses, and other physical health problems.
The motion seeks stronger measures to address noise pollution and protect the health and well-being of residents across the state.
Among the motions submitted at the second Mon State Hluttaw session, No. (12) also submitted a motion to “take effective action against those who install loudspeakers and sound boxes on cars and play them loudly without sound control, by setting sound pressure levels depending on the event.” "We have learned that the representatives also discussed it extensively," said U Tin Yi.
Regarding the issue of controlling the volume of the sound boxes, the Mon State Government had officially instructed the relevant district administrators, township, ward and village administrators to educate and explain to the sound box operators and take action against those who operate sound boxes that exceed the specified volume.
If using sound boxes and amplifiers, permission must be requested from the relevant ward and village administration offices (3) days in advance, and if the specified instructions and rules are not followed, the ward and village law stipulates that the relevant court may issue an order to impose a fine of not more than (5,000) kyats or imprisonment of not more than (7) days in case of failure to pay the fine.
