Vice Chairman of the State Security and Peace Commission Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win said a new president will be elected and state power transferred to a newly formed government in early April.

He made the remarks during visits to military units in eastern Myanmar on February 24, where he met officers, soldiers and their families.

Vice-Senior General Soe Win said the military assumed state responsibilities in line with the 2008 Constitution following alleged voter fraud in the 2020 general election. He stated that from the outset, the authorities had pledged to hold fresh elections and transfer power to the winning party after completing the electoral process.

He said the December 28, 2025 general election was held in three phases across 263 townships. Of more than 24 million eligible voters, over 13.14 million cast ballots — a turnout of 54.22 percent. Voting was conducted using the Myanmar Electronic Voting Machine (MEVM) system in the presence of international observers, and he described the poll as free and fair.

He added that both First-Past-The-Post (FPTP) and Proportional Representation (PR) systems were used to enable greater participation by smaller and ethnic parties.

Preparations are underway to convene parliament, with sessions scheduled for mid-March. Following the formation of a new government and the election of a president in early April, state responsibilities will be formally handed over, he said.

During the trip, Vice-Senior General Soe Win and his delegation also provided food supplies and financial assistance to military personnel and their families.
