About Ks7.9 billion had to be spent from 2016-2017 fiscal year to 2018-2019 fiscal year for Hteinbin landfill, and Yangon City Development Committee (YCDC) should adopt a public private partnership (PPP) system in sanitation tasks, said a Lower House MP. 

MP Khin San Hlaing made the remark during the discussion of an ODA loan of 50 million euro from Poland at the session of Union Parliament held on January 29. 

"The city has to spend a large amount of funds due to shortages of sanitation workers and garbage trucks. About Ks7.9 billion had to be spent during the period from 2016-2017 fiscal year to 2018-2019 fiscal year for Hteinbin garbage dump alone. Just imagine how much will cost for the sanitation of the whole city. I think the time has come for the YCDC to adopt PPP system," the MP said. 

She pointed out that garbage tax has to be paid depending on weight in other democratic countries as well as neighbouring China, paving the way for energy plants to reduce cost. 

Some MPs questioned why the government did not accept the offer from about 150 companies in the past three years to establish waste to energy plants under PPP system. 

"YCDC must do a lot to reform. It is also necessary to fulfill the need of machinery," said Lower House MP Aung Kyaw Kyaw Oo.
