Tax verification and online digital payment introduced for vehicle ownership transfers

The Internal Revenue Department (IRD) has announced that tax verification and payment of applicable taxes for motor vehicle ownership transfers can now be completed online using a Digital Payment system.

According to the announcement, beginning 16 July 2026, the IRD has introduced the Vehicle Automatic Valuation System (VAVS) to handle tax assessments for the transfer of ownership of motor vehicles that are already registered with the Road Transport Administration Department. The new system applies to transfers between individual owners.

Under the new procedure, taxpayers can access the VAVS portal at https://vavs.ird.gov.mm by registering with their mobile phone number. After logging into the system and entering the vehicle registration number along with the required information, the system will automatically assess the vehicle's value, calculate the applicable tax, and allow users to pay the required amount through the online Digital Payment system.

Tax payment can be made through MPU Debit Card through IRD's Tax Payment Hub connected to VAVS system, or by using MMQR Code through KBZ Payı AYA Payı CB Payı uab Payı A plus Walletı Citizen Payı OKŞı Wave Moneyı Trusty Payı Zego Payı M-Pitesanı GTB Payı MoMoney, etc., and through Mobile Banking systems of uab Bankı Shwe Bankı A Bank.

After paying the tax, the e-Tax Clearance Certificate QR Form obtained from VAVS system will be clearly printed and the vehicle name change process will be carried out at the Department of Land Transport Administration.

Initial registration of vehicles, name change registration under company name, and income reporting issues will continue to be processed at the relevant offices as per the original procedures.
