The Ministry of Labour has announced that skilled workers and returning migrant workers applying for Overseas Worker Identification Cards (OWIC) must provide contact phone numbers and email addresses for their employer or human resources (HR) department.
According to the announcement, all OWIC applications—whether submitted by skilled workers or returning workers—must include valid phone numbers and email addresses through which the relevant employer or HR office can be contacted. Applications that have already been submitted without these details will need to be resubmitted with the required information.
The Ministry stated that once the information is received, applications will be reviewed and processed in accordance with the existing registration queue at the relevant department. Only applicants whose information is verified as accurate will be approved, following the standard operating procedures (SOPs) and in line with the queue system.

Recently, the Department of Labor Administration of the Ministry of Labor announced that if OWIC card holders intend to go abroad, they must submit the necessary documents to the Department of Labor by mail, courier, in person (or through a representative) and must obtain permission before leaving.
Starting from January 14, they must only leave abroad after obtaining permission from the Department of Labor Administration, according to the Ministry of Labor.
The announcement to inform skilled Myanmar workers who will go abroad with a PJ passport on their own initiative was published in the Myanma Alin newspaper on March 28, 2025, and the SOPs for sending workers by country, whether through agency programs or through their own programs, were published in state-owned newspapers from March 22 to March 28, 2025, and on the Ministry’s Facebook Page, Safe Migration Facebook Page, and Safe Migration Telegram channel. The Ministry of Labor has issued a public notice stating that applications for permission to travel abroad must be submitted to the Department of Labor at least 5 days in advance (excluding holidays).
