The National Solidarity and Peacemaking Negotiation Committee (NSPNC) and the Democratic Karen Benevolent Army (DKBA) held talks at the Thingaha Hotel in Nay Pyi Taw on the morning of July 9, focusing on regional stability, peacebuilding, development, and efforts to combat online fraud.
The meeting was attended by NSPNC Chairman Lt-Gen Yar Pyae, Secretary Lt-Gen Min Naing, and members of the committee. The DKBA delegation was led by Commander-in-Chief Saw Shwe Wa and included Chief of Staff Saw San Aung, Adjutant General Saw Sein Win, No. 1 Regional Commander Saw Htoo Aung, Tactical Commander Saw Aung Htoo, Economic Affairs Officer Saw Nay Ba Lu, and Deputy Director of the Trade Department Saw Myint Oo.
During the discussions, Lt-Gen Yar Pyae stressed the importance of cooperation in education, healthcare, and regional development, saying these sectors must be strengthened to benefit future generations. He also emphasized that the DKBA should not be involved in online fraud activities and called for cooperation in combating such crimes. He noted that the President places high priority on education and expressed hope that both sides would hold frank and constructive discussions on strengthening cooperation with the government and the Tatmadaw to ensure regional stability.
DKBA Commander-in-Chief Saw Shwe Wa said the DKBA has cooperated with the government on regional security and development and has maintained a neutral and balanced position during periods of conflict. He said long-running armed conflicts and the hardships faced by local people must be overcome through joint efforts to achieve lasting peace, adding that the DKBA would continue to follow the principles established by its founding leaders.
Participants also discussed working together to promote regional stability, development, and sustainable peace, intensify efforts against online fraud, and eliminate terrorist groups from the area. Other issues included reopening and upgrading schools in the Soneseemyaing, Walley and Kyaukkhat areas, providing textbooks and teachers, supplying vaccines and medicines to prevent malaria and influenza in villages, maintaining security and peace along the border, and ensuring the uninterrupted movement of people and goods.
Lt-Gen Min Naing said the DKBA should eliminate online fraud operations in the Walley, Kyaukkhat, and Phayathonzu areas through close cooperation with the Tatmadaw, local security forces, regional military commands, and local authorities. He also called for stronger communication and coordination between the DKBA and the Tatmadaw regarding security conditions and military operations amid the current fighting in Kayin State. He emphasized that reducing armed conflict would create better conditions for regional development, education, and healthcare. Both sides exchanged views on expanding practical, transparent, and effective cooperation through informal dialogue and peacebuilding initiatives.
At the conclusion of the meeting, both sides agreed on the outcomes of the discussions and signed the meeting minutes. DKBA Chief of Staff Saw San Aung delivered a vote of thanks, while Lt-Gen Yar Pyae gave the closing remarks and presented commemorative gifts before the meeting adjourned.
The President-led Central Committee for National Unity and Peacemaking has stated that ending armed conflict and resolving political issues through political dialogue are essential to advancing the peace process. In Statement No. 1/2026, issued on April 21, the committee invited all stakeholders to participate in open-ended peace talks aimed at promoting national development and long-term stability.
