Customs Department plans to install Myanmar Automated Cargo Clearance System (MACCS) at Muse border gate by the end of 2020, said Win Thant, Director of Customs Department. 

“Currently, the MACCS is in operation at 13 airports and jetties including Thilawa Special Economic Zone. The department can use this system only when the budget is allotted for 2020. Now the department has started working on the tender process as it is just the beginning of the budget year,” he added. 

The department introduced the MACCS since November 12, 2016. 

At the business talk between officials from Customs Department under the Ministry of Planning and Finance and private businesspersons, which appeared in the State-owned newspapers, Khaing Khaing Nwe, General Secretary of Myanmar Garment Entrepreneurs Association said: “We face some inconveniences despite the MACCS as we have to use both online and paper. The department should strive to become the fully online (paperless). Especially, the payment system should connect online. The fully online system will help smooth trade operations.”

Kyaw Htin, Director of Customs Department said: “Currently, the MACCS cannot operate fully. Especially, the payment system which links the banks still have weaknesses. The department needs to increase its staff strength due to increased trade and extension of inspection camps and dry ports. Currently, the department is facing difficulties due to low staff strength.”

“The department needs more staff when dry ports and bounded warehouses are built. The government is working to boost trade. The department is to send its staff and train them as the department steps up its works for border trade with neighbouring countries. Increasing the number of staff would contribute a lot to trade,” Khaing Khaing Nwe added. 

The department started using the MACCS at Myawady Border on Thai-Myanmar border on June 5. Plans are underway to extend it at other borders, Director Kyaw Htin added.
