The CEIR and EIR Project Management Team has announced that if any IMEI code is unpaid for phones in the CEIR whitelist, it will display information requesting payment of tax, but it is not necessary to pay tax.

In order for currently used mobile handsets to be included in the CEIR whitelist without paying tax, it has been announced that all kinds of SIM cards must be inserted and activated in all SIM Slots of mobile handsets by March 31, 2026.

If at least one SIM card has been inserted in the SIM slots of mobile handsets that can be used with 1SIM + eSIM and mobile handsets that can be used with SIM1, SIM2 + eSIM before March 31, 2026, these handsets are included in the whitelist.

After March 31, 2026, if a physical SIM card or eSIM is inserted into the remaining SIM slots of the whitelisted handsets, the IMEI code will be displayed as unpaid and the information requesting payment of tax will be displayed, but there will be no need to pay tax for these handsets.

In such whitelisted phones, if one IMEI code is paid but the other IMEI code is unpaid or if the IMEI code is unpaid when the eSIM is inserted, the IMEI code is unpaid, please click on check status on the CEIR system website https://ceir.gov.mm and enter the unpaid IMEI code and the required information, the CEIR system will automatically determine the IMEI code as paid.

For more information, the CEIR and EIR System Project Management Team advised contacting the CEIR call centers at 1577 and 1755. Inquiries can also be made during office hours at the CEIR One Stop Service (OSS) and the Medium Taxpayers Tax Office in Chanmyathazi Township, Mandalay.

The team also announced that starting April 1, mobile phones not listed on the Central Equipment Identity Register (CEIR) will be permitted for temporary use for 30 days, during which applicable taxes and fines must be paid. As a result, there was a surge in customers purchasing SIM cards and switching to e-SIM services at mobile operator shops in Yangon in late March.
