In response to the displacement of civilians due to terrorist activities, the Chairman of the State Administration Council (SAC), Senior General Min Aung Hlaing, announced that affected individuals will receive a monthly stipend of 20,000 kyats per person from January to December 2025. This support will be funded through the National Disaster Management Fund.
During the opening ceremony of the Union-level MSME Product Exhibition and Competition on February 11 in Naypyitaw, the SAC Chairman met with regional chief ministers and emphasized the importance of providing aid to those displaced by violence. He highlighted that under the Natural Disaster Management Law, losses caused by terrorism and armed conflicts are classified as natural disasters, making affected civilians eligible for state assistance. The funds will be allocated to regional governments, including the Naypyitaw Council, to ensure effective distribution.
The Chairman stressed the need for comprehensive and systematic support, ensuring no displaced person is left out. He urged regional governments to verify and update lists of displaced individuals to guarantee fair and efficient aid distribution. Additionally, he mentioned that the government has extended its service term by six months to focus on maintaining stability and promoting socio-economic development.
Addressing economic challenges, the Chairman noted rising commodity prices due to domestic and foreign currency shortages and high production costs. He emphasized the importance of boosting production and trade to secure foreign currency, highlighting that previous democratic governments relied on foreign loans and non-trade revenues to meet currency needs. He also pointed out the potential of CMP businesses and overseas workers to contribute foreign currency, urging efforts to maximize these inflows.
On security, the Chairman acknowledged that no country is entirely free from crime or security breaches. He mentioned the implementation of a public security system starting in 2023 and the enactment of the People's Military Service Law to strengthen national defense. He called for collaboration between the government, military, local security forces, and the public to ensure regional stability, rule of law, and socio-economic progress.
The Chairman also addressed the need for secure transportation routes, warning that terrorist attacks on public infrastructure could disrupt goods flow and impact livelihoods. He urged enhanced efforts to ensure safe travel and communication networks.
The event was attended by SAC Vice-Chairman Vice-Senior General Soe Win, Council Secretary General Aung Lin Dwe, Joint Secretary General Ye Win Oo, Council members, Union ministers, and senior military officials.
