The Chairman of the State Administration Council (SAC), Senior General Min Aung Hlaing, stated efforts are underway to implement a proportional representation (PR) system in regional, state, and national parliaments to ensure broader inclusion of ethnic representatives and people from diverse social strata.
On November 19, during a meeting held at the SAC Chairman's Office in Nay Pyi Taw, Senior General Min Aung Hlaing highlighted these initiatives.
The SAC Chairman noted that political parties have been allowed to register in accordance with the law and emphasized the need for ethnic representatives to participate more actively in political platforms to advocate for regional and ethnic interests legally. He reiterated the ongoing work to introduce the PR system to achieve broader representation of ethnic groups and people from all social classes in parliament.
Regarding election preparations, the Chairman reported that 63% of the national population census has been completed, with efforts ongoing to cover remaining areas by the end of the year.
Reflecting on past elections, the Chairman accused the 2020 general election of being plagued by widespread irregularities. He stated that while previous elections during the parliamentary democracy era had some discrepancies, the 2020 election involved significant fraud aimed at securing victories across entire regions. He mentioned that major irregularities were detected in Bago Region and other areas, claiming that some political parties orchestrated systematic fraud.
He further noted that the party responsible for these irregularities would face legal consequences under election laws. According to the Chairman, the violations involved members of the Central Executive Committee (CEC) of the NLD, claiming that the fraudulent acts were conducted collectively rather than individually.
The Chairman also stated that in the upcoming elections, efforts would focus on ensuring accuracy in voter lists, utilizing the Myanmar Electronic Voting Machine system for enhanced transparency and reliability. He highlighted the system’s successful implementation in neighboring India.
On foreign relations, the Chairman shared details about his recent trip to China, where he engaged in discussions aimed at fostering socio-economic development, enhancing bilateral cooperation, and strengthening ties between the two nations. He described the trip as productive and beneficial for Myanmar.
He added that during the GMS summit, he held separate talks with leaders from participating countries, including Chinese Premier H.E. Mr. Li Qiang, who exclusively met with the Myanmar delegation. These discussions reportedly covered Myanmar’s current developments, bilateral collaborations, and international support from friendly countries.
The SAC meeting was attended by Vice Chairman Vice Senior General Soe Win, Secretary General General Aung Lin Dwe, Joint Secretary General General Ye Win Oo, council members, and other officials.
