“While implementing development projects, challenges often arise from a lack of adherence to regulations. Therefore, it is crucial to strictly follow the rules," emphasized Senior General Min Aung Hlaing, Chairman of the State Administration Council.

He stressed that while the government will set the policy framework, it is the duty of departmental officials to ensure effective implementation.

As part of his visit to Pyin Oo Lwin, the Senior General Min Aung Hlaing inspected progress on the Thumingalar Market (Nyantaw Market) New High-End Market Project. He reviewed reports from responsible officials and provided necessary guidance to ensure the project meets development goals.

Senior General also surveyed key areas of development in Pyin Oo Lwin. These included efforts to ensure sufficient water supply, improvements in the education sector, and initiatives to maintain cleanliness and enhance the region’s aesthetic appeal.

He said that in order to ensure the permanent beauty of the Pyin Oo Lwin region with its flora and fauna and to prevent the unnecessary cutting of trees, it is necessary to maintain them through by-laws. Internationally, laws are also in place to protect trees from being cut down. Not only the Forest Department but also various administrative organizations are responsible for the conservation of trees and forests. He added that it is necessary to replant and maintain trees and forests to make the Pyin Oo Lwin region green and pleasant. 

Regarding land use, the Farmland Law and the Law on Vacant Land have been enacted and it is necessary to implement them in accordance with the specified permissions. The responsible persons need to strictly comply with the rules and regulations set by the law. There are encroachments and land use in some areas and it is necessary to comply with the Highways Law, Senior General said.

In Pyin Oo Lwin, there are people who are operating in accordance with the specified permissions and regulations regarding land use, but there are also people who are violating the regulations and using land in other ways, he said.

In addition, there is a need to work together to preserve trees and forests and make them green. Only if the people living in the present maintain them, can the cool and temperate climate and natural environment of the Pyin Oo Lwin region be passed on to the future youth. He said that administrative officials need to work together with local residents to maintain and pass on the knowledge. Senior General said that Pyin Oo Lwin is currently experiencing an increase in population and the city is growing. Pyin Oo Lwin is a city with a rich history and reputation, and we must continue to maintain it. With the increase in residents in the region, we must ensure that we maintain a systematic and developed city by ensuring that there is discipline and order, he added.

Pyin Oo Lwin is also a city with a good tradition in education and is one of the cities that pioneered the development of private high schools. Pyin Oo Lwin must also maintain such good educational foundations and continue to maintain it as an educational city and continue to produce good, disciplined and educated human resources. In order to provide good education, students, teachers, and parents need to cooperate, and administrative organizations also need to provide necessary supervision, he continued.

He said that all departmental officials need to work together to implement the names that reflect the honor of Pyin Oo Lwin. The government will set policies and it is the responsibility of the departments to implement these policies. The district administrators have the main responsibility for the development of the district and must lead and provide good guidance to the benefit of the region and the local people. 

Then, the Senior General inspected the implementation of the Thumingalar Market (Nyamtaw Market) New High-end Market Project and gave necessary guidance based on the reports of the officials.

Afterwards, Senior General Min Aung Hlaing, accompanied by the Council Joint Secretary General Ye Win Oo, members accompanying the trip, the Chief Minister of Mandalay Region and officials, inspected the conditions of the provision of sufficient water, the development of the education sector, and the cleanliness and beauty of Pyin Oo Lwin region.
