The ongoing violence, lawlessness and other destructive acts that threaten to destroy the country, including in some parts of Chin State, are extremely dangerous for the country, said Senior General Min Aung Hlaing, Chairman of the State Security and Peace Commission, in a message sent to the 78th Chin National Day on February 20, 2026.

The message of the Acting President stated that throughout the history of the country’s struggle for independence and during the building of the country after independence, the Chin people have stood shoulder to shoulder with the Union-born ethnic groups. When the British colonialists invaded and occupied the country, the Chin leaders Bo Khai Kam, Bo Con Bik, Bo Lall Lwe, and Bo Thaung Linh and other ethnic groups bravely resisted the colonialists. During the struggle for independence, U Thong Za Khup, recipient of the Naing-Ngan Gonyi Award First Class, U Kio Mang, Wunna Kyaw Htin U Hlur Hmong, Thiri Pyanchi U Thaung Cin Thang, Independence Mawgun Award First Class recipient, and Thadoe Maha Thray Sithu U Vammathumong, Naing-Ngan Gonyi Award First Class recipient and Thiri Pyanchi U That Ling played key roles during the struggle for independence. After independence, during periods of internal unrest, Chin leaders, including Lt-Col Hrang Thio, Lt-Col Lyan Ciin Zamg, Captain Thura Aung San Thuria Taik Chun, Colonel Zeya Kyaw Htin Van Kul, and Naing-Ngan Gonyi award First Class recipient Maj-Gen Thaung Za Khai, who fought against internal unrest after independence, have fulfilled their various responsibilities for the state, and thus, they have sacrificed their lives, blood, and It is stated that many Chin national heroes who are eternally proud and respected for the state and the army who have paid their sweat and blood have been left in the history of Chin State and the Chin national people.

In 1948, just after independence, the Falam public meeting decided to abolish the feudal system and implement a local democratic system of governance, and designated February 20 as Chin National Day, and the ceremonies have been held proudly every year for 78 years. Today, the violence, lawlessness, and destructive acts that threaten to destroy the state, including in some parts of Chin State, are very dangerous for the state. It is necessary to be especially vigilant and prevent the internal and external destructive forces that are destroying the bonds and friendship that have been established for thousands of years among the ethnic brothers and sisters born in the Union from inciting hatred and bloodshed, and instilling narrow ethnic ideologies. The current acts of violence were initiated by the desire for power through force without a proper examination of the facts surrounding the annulment of the 2020 general election results. Some ethnic armed organizations with a negative attitude towards the state and the people have taken advantage of the instability and carried out violent attacks and destruction in peaceful areas to expand their territory and power. As a result of these incidents, not only the lives, homes, and property of innocent people in various regions, including Chin State, but also many public buildings have been destroyed, causing suffering to ethnic people, the message from the acting president states.

Furthermore, it is the local ethnic people who are actually suffering the consequences of armed violence, and all the damage is to the resources and infrastructure of the state. In a situation where development is gaining momentum, the damage caused by such reckless actions has weakened the country's strength and will require a lot of time and effort to restore it to its original state. The state is providing financial assistance to employees and people who have been temporarily displaced due to such violent incidents. Therefore, all ethnic groups, including the Chin people, have been urged to cooperate in eliminating the violence and attacks that have caused negative consequences for the country and the people and to achieve peace and stability, he said.

Similarly, the National Defence and Security Council has set and implemented four objectives, and will continue to establish a peaceful and stable environment for the benefit of the state and the people by ending armed conflicts. If the national economy improves, various sectors such as politics, society, education, and health will improve. Therefore, economic development must be prioritized for the socio-economic development of the people. Therefore, more regional agricultural products can be produced and systematic livestock activities that are suitable for the region must be prioritized. Based on agricultural and livestock products produced in the region, small, micro-sized and medium-sized enterprises should increase the production of quality MSME products, and strive to achieve local consumption self-sufficiency, meet domestic needs, and increase exports. The state is also providing the necessary technology, capital, and production inputs, and will continue to support and assist. The state aims to build a union based on democracy and federalism and to develop the socio-economic life of the people, and all people need to be healthy, strong, knowledgeable, and skilled. Therefore, the state is working to develop all sectors, including education and health, in a balanced manner. Since national development can only be built by those with knowledge and skills, a free education system and a comprehensive education system are being implemented to ensure that every citizen has the right to education until they have completed at least KG+9. 89 basic education and industrial, agricultural, and livestock high schools are also being opened to provide vocational education to those who have completed KG+9, and human resources are being produced. It is well known that schools, universities, and colleges are being expanded to provide access to basic education and higher education in different regions. It is important for all school-age youth to stay in school, to prevent them from dropping out prematurely, to complete their education and become experts, scholars and specialists. Health is as important as education for all humans, and that the state is promoting health care, treatment, and awareness. Everyone needs to practice self-care to live a long and healthy life, it said.

Due to the rigging of the 2020 general election, a state of emergency was declared in the country from February 1, 2021 in accordance with the 2008 Constitution and the Tatmadaw temporarily took over the responsibilities of the state. Since taking office, the country has set and implemented goals and programs to ensure peace and stability in the Union, the rule of law, economic, social, educational and development in various sectors. The NCA is being implemented in accordance with the agreements to end armed conflicts, and meetings and discussions have been held with ethnic armed groups, and the door is always open for lasting peace.

The National Defence and Security Council has successfully organized the 2025 multiparty democratic general election, which is the ultimate goal of the state, in three phases. According to the election results, the parliamentary sessions will be held in March and the emerging government will be handed over state responsibilities in accordance with democratic standards. Therefore, in the ongoing processes for state building, it is urged to fully implement a truly disciplined multiparty democracy with the participation of the public, using freedom and justice in accordance with the law and regulations, and the implementation of a truly disciplined multi-party democracy, the Acting President said.

The Acting President's message states that national stability and the rule of law are important for national development and state building, and that all ethnic people, including the Chin people, should work together with the government to end the armed conflict. He also wishes that the Chin people can continue to serve the interests of Chin State and the Union based on the spirit of union and patriotism that have existed throughout history.
