The Ministry of Labour has instructed some Myanmar workers who applied for OWIC cards after returning from Malaysia on leave due to circumstances such as the employer not answering the phone, the employer’s phone number being incorrect, etc. to resubmit.

Safe Migration, under the Ministry of Labour, has announced that among the OWIC applicants for Malaysia, there is a requirement for the labour attaché to obtain confirmation from the relevant employers. The workers will need to include the phone numbers and e-mail addresses of the employer or HR who can be contacted in the employer's letter of permission. Those who need it should submit the above letter, a copy of their passport, and the necessary information. Those who have been verified and approved by the labour attaché will be allowed according to the current registration schedule.

The situations where the requirements apply are the employer’s phone number being incorrect, the employer not answering the phone, lack of the employer’s phone number and the employer denies having any Myanmar workers, according to the safe migration statement.

Regarding OWIC card applications, it is necessary to include a phone number and address where the employer or HR can be contacted, whether professional or casual. If these points are not included in the applications submitted, they will need to be sent back. The information sent will be filled in and verified according to the previously registered list at the department. Only those who are verified and correct will be allowed to leave in accordance with the list and SOP, according to the safe migration statement.

The Department of Labour announced that if OWIC card holders want to go abroad, they must send the necessary documents to the Department of Labour by post, courier, in person (or by representative) and only after receiving permission, they can leave.

Starting from January 14, the Ministry of Labour will only allow skilled Myanmar workers to travel abroad after obtaining permission from the Department of Labour Administration, according to a statement from the Ministry of Labour.

The announcement to inform skilled Myanmar workers who will travel abroad on their own plan with a PJ passport was published in the Myanmar Ahlin newspaper on March 28, 2025, and the SOPs for sending workers by country, whether through an agency plan or through their own plan, were published in state-owned newspapers from March 22 to 28, 2025, and on the Ministry's Facebook Page, Safe Migration Facebook Page and Safe Migration Telegram channel. In the announcement for the public to know and follow, it has been stated that they must apply to the Department of Labour for permission to travel abroad at least five days in advance (excluding holidays), according to a statement from the Ministry of Labour.
