Procedures still causing delays in sending marine workers to Thailand

Although a memorandum of understanding has been signed between Myanmar and Thailand for sending Myanmar marine workers, only a few hundreds of workers could have been sent due to the procedures for ensuring legitimate entry into Thailand, said Thein Swe, Union Minister for Labour, Immigration and Population.

"I think there are about 40,000 workers (in Thailand). Now, we can send several hundreds. All know that the interest of Thai businessmen may be harmed. Previously, they could commit lawless acts in violation of workers' rights. But after the agreement has officially been signed, they will have to act within the framework of law. They are now trying to make sure systematic procedures. We are also having contacts with agencies. The process ranges from appointment to the approval from the education and health committee led by the president. It takes about two months to finish the process. Therefore, there are delays. When the procedures become smoother, the number will increase," said the minister.

He said there are two parts in sending Myanmar marine workers to Thailand. In the first part, measures are being taken to make illegal workers already in Thailand legitimate ones.

"They will enjoy their rights and benefits in accord with the law of the country concerned. Employment agencies are also trying to send marine workers officially and systematically," said the minister
