The much-criticized 2008 Constitution drafted by the previous military regime must be amended, supplemented and cancelled, said Pu Zin Kyone, Chairman of Chin National Front (CNF).

The remarks came from the second day session of the Summit of Leaders of NCA Signatories in Chiang Mai, Thailand on September 9.

“According to the Union accord that resulted from the different political dialogues exactly prescribed in the NCA, the 2008 Constitution of the Republic of the Union of Myanmar must be amended, supplemented and cancelled. The government of the Republic of the Union of Myanmar and ethnic armed organisations (EAOs) have vowed to follow and act this agreed point, “said Pu Zin Kyone.

Myanmar is a country that emerged from Panglong Agreement. The essence of Panglong Agreement includes independence of ethnic areas, national equality and autonomy as well as establishment of democratic federal Union, said Pu Zin Kyone.

The implementation of Panglong Agreement is still distant but to be able to design the image of the Panglong Agreement, the government is organizing the Union Peace Conference also known was the 21st Century Panglong Conference and now it turns three times. The main objectives of the 21st Century Panglong Conference are democracy, national equality, autonomy and establishment of federal-based Union, said Pu Zin Kyone.

Implementing the NCA has turned three years and is encountering different forms of challenges especially, national equality, autonomy and federal principles as well as single army, said Pu Zin Kyone.

“Solutions to these challenges have to be sought along with correct decisions from the current meeting,” said Pu Zin Kyone.

To achieve success in peace process depends on shared efforts of all stakeholders. All inclusiveness strategy needs to be adopted in a systematic manner. The leaders attending the meeting should participate in adopting the strategy with correct decisions, said Pu Zin Kyone.
The Summit of Leaders of NCA Signatories is being held in Chiang Mai, Thailand from September 8 to 11. Non-NCA signatories had been also invited to attend the meeting.

NCA signatories are comprised of eight EAOs—the Karen National Union, the Karen National Liberation Army–Peace Council (KNLA-PC), the Democratic Karen Benevolent Army (DKBA), the Restoration Council of Shan State/Shan State Army (RCSS/SSA), the All Burma Student’s Democratic Front (ABSDF), the Arakan Liberation Party (ALP), the Chin National Front (CNF), and the Pa-O National Liberation Organization (PNLO)—that signed the NCA with former U Thein Sein’s administration in 2015.

Two more EAOs — the New Mon State Party (NMSP) and the Lahu Democratic Union (LDU) – signed the NCA with the National League for Democracy-led government in February.
