Just holding the Third Meeting of the Union Peace Conference also known as the 21st Century Panglong Conference won’t be able to solve the root cause of political problem that exists inside the country, said General Saw Mutu Say Poe, Chairman of Karen National Union (KNU).

The remarks of the KNU’s chief came from the opening speech delivered at the 22nd meeting of Political Process Steering Team (PPST) formed with ethnic NCA signatories held in Chiang Mai, Thailand on July 1.

“I would like all those present at the meeting to notice that the root causes of political problem can’t be solved just by holding the 21st Century Panglong Conference. This is because of the political dialogue framework. There are many types of meetings to be able to reach a conference. How much success is found in negotiations,” said General Saw Mutu Say Poe.

The Third Meeting of the Union Peace Conference also known as the 21st Century Panglong Conference will be held starting on July 11 and finished on July 16.

“A future peaceful and democratic nation is to be built by holding Third Meeting of the Union Peace Conference also known as the 21st Century Panglong Conference. When we consider basic fundamentals, we should recognise diversities. All of us should take into account of consideration, wide outlook and national reconciliation. We also need to have a desire to amend the weak points of the 2008 Constitution,” said General Saw Mutu Say Poe.

General Saw Mutu Say Poe added that they should notice that their country was embedded under the crisis of the Constitution.

The para 22 (d) of the NCA states that if necessary, laws including the Constitution should be amended, supplemented and cancelled in accord with rules and regulations depending on the decisions resulting from the Union Peace  Conference.

The 22nd Meeting of the PPST will be held on July 1 and 2. The meeting will focus on matters relating to informal meeting on security sector, the sector-wise meeting on political dialogue, and the meetings of the UPDJC as to the 15th Union Peace Conference, holding the Third Meeting of the Union Peace Conference, the peace process and future tasks.

The PPST was formed with the leaders of early ethnic NCA signatories. The NMSP and the LDU signed the NCA during February this year are actively participating in the PPST as the alliance.
